Tom later said on IRC that he was leaning toward allowing a capital
to change realm, but *only* if it is *not* the last city of the
realm. This would more or less prevent out-and-out realm mergers,
and certainly prevent a hostile interest from buying your last city
and giving it to the enemy.
However, as someone remarked on the bugtracker, allowing the capital
to change realms will probably reduce the incidence of the practice
of having most of the regions of the realm sworn to the capital to
prevent secession--as that would essentially destroy the realm if the
capital did, in fact, leave.
