And you know for a fact that I didn't report it to the titans?  No, I'm 
not a game master nor the judge.  Since the person logged in and said 
"wow this must have been a bug" and still didn't move from the region 
what else is but abusing the bug?  Where did I state that I am the 
judge/jury?  I was simply stating my opinion.  As you can tell by me 
saying "I think...".  I am not complaining about any decision a titan 
made here, what Tom has said or anything.  I am simply using the 
discussion list to state my opinion as soooo many others do, if the 
titans disagree then I will honour their decision because honestly I 
could careless what happens.  My infiltrator in the realm does more 
damage to diplomacy then any spy could ever do.  To put a blanket 
statement out that you should never use ooc bans for such things (unless 
YOU are a judge/jury, or your name is Tom Vogt) is crazy.  The ooc ban 
option is there for people abusing bugs, why should it not be used for that?
