No. Someone willfully taking advantage of a bug should be reported to 
the Titans! You are not a game master nor are you to judge whether s/he 
was abusing the bug willfully. Maybe s/he was still in the realm due to 
a bug! But does that mean he was doing it willfully? Maybe you play the 
game in the way that if you have been banned, but due to a bug, don't 
get, you might still leave the realm. Maybe he does not..

But you cannot be judge/jury even when the page STATES clearly that it 
is not and should not be used as a substitute for an IC ban.
