Well, adventurers can't emigrate (though I suppose Tom could change
that).  But more to the point, the other islands don't have the number
of undead/monsters that Beluaterra has.  If the number of adventurers
that can be supported is related to the number of undead on the
continent, then the other continents won't support a large population
of adventurers.
