As an adventurer attempting to make a dent in Joppo's undead  
population, I can tell you that it probably is.

I have consistently met unbeatable (at least by me) groups led by an  
undead champion as the second group in Joppo, and gotten some pretty  
darn nice hauls from the first groups.

I just hope that the horde forming doesn't mean I lose my chance to  
take him on again ;-)
