Easy solution to forcing ducal power - be in a theocracy. IMO, it has the 
best voting system in the game. Not only does it throw the voting the dukes 
way for general and banker, the spread of power also works nicely through 
all lords getting more votes based on rank. And ruler is still based on 
prestige votes.
