I have no idea. The tolls seem completely random. I've had one gold and been
taxed 6 silver, then had 5 gold and 3 gems and not been taxed at all. Or had
not a single coin or item on me and been turned back because I couldn't pay
the 3 silver tax.

Sometimes it really sucks to be a commoner! :p
Sure, as an adventurer it really sucks to be taxed so heavily. But on the other
hand, it's just seeing the opposite side of the coin. We've been playing the
privileged nobles who are the beneficiary of all those taxes for a long time. Now
we get to see the other side and experience where those taxes actually come
from.
