Good point, but I thought it was in others... Mostly I was pretty sure it
was in a theocracy, but could be wrong.
Anyways, i would think this would make rulers more likely to fight - buro
work being less effective, you'd be expected to do something worthwhile,
which in turn creates more position turnover, which is a good thing. I like
hero rulers best, usually.
