The Ruler's unit should also operate for police work without penalty. 
The ruler of a republic (who cannot be a lord, under the current rules) 
can not be associated with a region, and by the current implementation 
will always have a police work penalty.

The ruler's unit might not have detailed knowledge of the region, but 
flashing the personal colours of the soverign will intimidate more 
would-be rebels than Joe Random's unit.
