Now that's a very interesting thing. I could just make message delivery
non-reliable. Of course, based on some hash value not just randomly, or
people would just send the same message 3 times to make sure. But if I
had a value stored or calculated that says "you can not reach this
adventurer this turn", then that wouldn't work. And it would probably
disrupt these micro-management attempts enough that people
a) either give up or
b) there is enough plausible deniability for adventurer characters to
just ignore them (they can always claim they didn't get the message)
