[Discuss] Organising Adventurers - intended or not?

How does the messengers even find the adventurer?  Just something I've 
been wondering.  Isn't it like finding a needle in a haystack?  Nobles 
would be relatively easy to find, they don't blend in with the 1000s of 
other people in the area.  Why must people insist on micromanaging every 
part of the realm?
