[Discuss] Bans, bounties and Emigration

This has been discussed in the past, and rejected by Tom as far too  
much extra work, code, and data.  It would require tracking bans from  
*every* realm of *every* continent on *every* character.

If you don't like the fact that an infiltrator you deport can come  
back in two weeks clean...well, then, just execute him.  And moving  
from one continent to another isn't exactly free, you know: it  
reduces honour and prestige significantly.  And if an infiltrator's  
honour gets too low, he can be executed even if he's *not* banned, so  
that's not something they're likely to try very much.

Bounties are kept because they're easy to keep: each character has a  
single bounty number associated with them.  If you made bounties  
disappear when someone left the continent, that would be *thousands*  
of gold just disappearing.
