It seems to me that this has just placed the pressure on the
infiltrators to now be ultra active. Previously, "get the scout
reports at the beginning and end of turns" was able to be spread out
amongst the 60+ characters in a realm. Any one of them could do it
and people didn't have to be especially active at any time because
there was almost always someone who was regularly active at the time
to send the scout report.
Now, it is going to take an infiltrator in the enemy region following
the army to get an up-to-the-minute report. Hence, that one character
is going to get the pressure to be ultra active.
