There still needs to be a way to deal with rulers--the rulers who
don't punish the offenders, and the rulers who are, themselves,
offenders (though I would say that the former are offenders, too, by
refusing to punish those who are actually committing the offenses).

I *really* like that idea.

I've never understood how that was supposed to help. There will
always be times when you need to say something OOC--and it seems to
me that that would be *especially* true on a continent where roleplay
was *really important*. What if, for instance, someone you're RPing
with said that his character, I don't know, lifted up a whole cart
with one hand? Or pulled out a handgun, or something equally
ridiculous? Now, if there was a true RP police/council/overlord/
whatever, that could be petitioned, in a short period of time, to
officially throw out part of a RP, that would handle egregious
violations (like someone who RPs his character sneaking into your
character's rooms and murdering him, then getting away clean, when he
has no infiltrator skill whatsoever)...but do you really want to use
that for every time someone forgets that he's actually two regions
away writing letters, and can't, in fact, slap your character across
the face?
I can see trying to encourage people to, for instance, come up with a
good RP reason for their character's inactivity when they're going to
be gone for a while--but what if something comes up unexpectedly, and
you want to be able to just tell people in the 5 minutes before you
leave, so as not to leave things completely hanging?
