Unless there are meaningful consequences for *not* following the RP  
rules, it will never work, because powergaming (or simply ignoring/ 
avoiding RP, which, on an RP island, *is* powergaming) provides more  
personal gain for the characters than roleplaying, and, human nature  
being what it is, a large proportion of the player base will be after  
more personal gain for their characters.
