It will make a *huge* difference! Even as an Outlaw due to his low honor, an 
adventurer will not get captured while travelling through a realm that us Neutral 
or higher. He doesn't run the risk of execution because he simply won't be 
caught.

As a rogue, he runs the constant risk of capture and imprisonment.
