How could you be so sure what exactly he wants? Did you ask him OOC
and got a confirmation from him said "Yes, I am indeed gunning for the
possible Fame?" So far, that's only a myth on the Lemon page; and even
if it is true, why should you care? As far as the player doesn't go
into cheating or abusing or other dirty things, he's free to push his
characters to wherever he wants.

I doubt so. Years ago people used to say a successful rebellion grants
you Fame. Now this is busted, but the frequency of a rebellion
happening somewhere once a while doesn't vary too much according to my
perceptiveness. The fact is people will do whatever they'd like to do
when they think of it, Fame or not.
