I have a char who exists for the sole purpose of causing havoc and strife
and bloodshed etc., and he doesn't exactly mind insulting whichever enemy he
has that the time (especially judges, they make good enemies to yell at).
And I dare say infils stabbing chars is not exactly polite.

And the initial question asking if there's any way top stop them doing it
just so they don't get a fame point.... why do you even care if they get a
fame point? Is your enjoyment of the game lessened by other people getting
fame points that aren't even confirmed to exist?
Not everyone wants to follow play their chars like mindless minions. If
they're insulting other players, that's a matter for the titans. If it's
just that they are moving to the wrong regions, looting realms you're at
neutral with, attacking allies on murderous etc., deal with it (a ban is
perfectly appropriate.)
