After some intensive search, I have now a more solid view. I'd say
there is one Fame Point inside the whole adventurer thing.

I've made a quick browse through all of the bigs and smalls from last
October until now, and save the Adventurer Game, I find little
possibilities in other places that this one point Tom's "not yet
telling" could be located in. The Army System is already said to have
one point upon being a successful sponsor, the Allegiance System is a
rule overhaul and unlikely for new Fame, the rest of the changes are
minor, made the game more colorful but not important enough to have
anything to do with Fame.
Though my previous deduction on this one point being from issuing
recommendation seems flawed now, since I've noticed the recommendation
thing wasn't there from the very start.

I also no longer think it has anything to do with trading unique
items, since that would sound like a possible way to quickly boost the
Fame among a group of people.
My current guess is on the Sage, but it's kind of an illusive guess as well.
