[Discuss] Ban & Deport because Emigrate not possible: okay?

I play the judge in Ash Sea Islands on Beluaterra.

A few weeks ago, a player asked me to ban their character, so I could 
deport them to Beluaterra, since emigration to Beluaterra is closed.

I felt really odd about the request, but he insisted, and even did a bit 
of roleplay, to help justify the ban (and the reason listed on his family 
history reflect that rp).

Now, another player is asking for this.  And I still feel realy wierd 
about the whole thing.


Should judges even *be* able to deport characters to islands closed for 
emigration?

Does it even make sense to close emigration since it's possible to 
side-step it in this way?

Is it ethical to help characters side-step the emigration ban via this 
loop-hole?  I feel really wierd banning people who _ask_ for it politely.
