This is true for all sides.  Having larger units wouldn't help cause
wars; the enemy would have larger units too.  Common nobles shouldn't
have TO sized units of the finest quality men, they should have small
units of average quality troops at best.

What's causing the lack of war is that people don't want to take
risks, individually, or on a realm basis.
