[Discuss] Buying regions: Failure then immediate retry with success

We recently had the following occur on BT:

Enemy Corruption Plot Uncovered   (10 hours, 34 minutes ago)

Kusanagi, a noble from Caras Galadhon, was found trying to bribe local 
government officials in Epinotke into faking documents and declaring him the 
lord of the region, an act that - if successful - would have lost that region for 
us.  

Unfortunately, he could escape your troops. 1175 gold were left behind, 
confiscated by your men and have been added to your bonds.  


Region Lost to Corruption   (10 hours, 32 minutes ago)

Local government officials in Epinotke announced earlier today that according to 
ancient documents, Kusanagi, a noble from Caras Galadhon, who happened to 
coincidentally be in the region at that time, holds an ancient and undisputable 
claim to lordship of Epinotke.  

They officially handed control of the region over to him and Caras Galadhon! 
Shortly afterwards, the responsible officials were nowhere to be found.  

Fortunately, the militia units stationed in Epinotke were not so easily fooled and 
have begun a guerilla war.  



So a foreign noble walks into Epinotke and tries to bribe the officials. They 
resist the forgery/bribe attempt and run him out of town, confiscating 1175 gold 
in the process. Two minutes later he walks back in and does it again, and it 
succeeds?

I can accept the buying of a region into an enemy as a legitimate tactic. But the 
immediate retry/success after such a spectacular failure seems absurd.

In addition, something went wrong with the gold transfer. I did not receive the 
full amount. I appear to be 210 gold short of the stated amount.
