[Discuss] Feature Request: Council members get to set up one message group each

Often, I see the following message groups.  The "Military discussion 
group", the "Royal discussion group", the "Realm maintenance group" and 
the "Traders group" (although the last two are often armies nowadays).  
Any chance that in addition to the Ruler's message group abilities, each 
Council member could get to make one group?  It would allow for more 
creative groups, instead of the same ones dominating each realm.
