Here's something that could start the spread of religions beyond  
realm borders:  For religious nobles with units, distance penalties  
would be reduced according to the distance to the nearest temple or  
shrine of their religion:  "Your men are grumbling about being so far  
from home, but they are happy about the nearby temple in Keplerstan."
