[Discuss] Last Words and SEI Voting Issue

It would be nice if ater someone dies they would be allowed to send a last
RP or something.

In the last election on the SEI in Ikalak alot of people were getting
messages that their vote was not counted since they had not been in the
realm long enough.  Some of these people had been there for over a hundred
days.  Seems like there is some error there.
