You can always RP one into existence.  Most easily you can make it a
direct reply to the person who first sent you the message from the PM.
 There are a plethora of other ways to RP yourself out of this
inconvenience.  If you have the time to RP it, then by all means do
so.  If not, then it is supposed to be a light-weight game, so just
pretend that you did come up with an RP :-)

Ah, I didn't know that.  Well, I would say that a copy-paste would be
fine (which would have the major data, though potentially hard to read
-- which might convey the fact that it was passed along verbally).  I
would say manually creating the link for the scout report would be
circumventing a game mechanic, hence at the least frowned upon, at the
most cheating.
