[Discuss] Take-over Tweaks

That doesn't really matter, the point is that the option should definitely 
be available, no matter what the outcome of it could be.

I just looked for a report of a priest calming the population and couldn't
find one. On ithe toher hand, on the daily turn changesover the last week,
morale rose 0%, 10%, 3%, 0%, 7%, 9%, 6% and 10%, probably because of the
combined effect of low taxes and the pontifex's presence. - The1exile

Add another moral rise of 5% this day. I find it pretty odd that during a 
brutal take-over, the people seem to become a more happy bunch over time. 
I'd be pretty demoralized if my pontifex was around while their were 
take-overs going on for already 9 days.

Even more, I can give you a list of independence ratings too through temple 
visits:
45%, 35%, 45%, 45%, 40%, 45%, 40% (There are a lot of blanks by turns we 
didn't visit)
I can positively say that the only thing that happened was that the 
partisans and defenders kept losing every single battle, not court was held 
(can't hold court during take-overs I think) and no police units of the 
enemy were operative. I thought that during a take-over this should rise 
over time. All it seems to do to me is waver a bit, as if the % added by the 
take-over is the very next turn undone by some sort of action. Presumably 
can't be the presence of a pontifex nor low taxes, because these numbers 
change over turn, and not only over day.

Don't really know what it means, but thought I should mention it.
