[Discuss] Take-over tweaks

Since Soliferum has been in a take-over of Ortedail for already 5 attempts, 
now two days successfully running, I've been able to work out some 
suggestions to improve the process. (Not as in faster or easier, but: 
better)

It dawned to me that we've had a lot of partisans standing up against the 
take-over.
Now this is where I would have liked to improve the code a bit. Partisans 
are those who stand up against foreign usurpers. Those who hold sympathy 
towards the enemy realm wouldn't really be part of the partisans. So if the 
partisans are killed, I think sympathy should start to react as the 
percentage that it is. Meaning, that if partisans are killed, then the game 
recalculates the percentage of sympathy.

As such, to give an example, a region has 20% sympathy towards the enemy, 
only 1200 citizens left (thus 240 liking the enemy) and 50 stand up against 
the enemy. They are killed, that should make that 240 out of now only 1150 
like the enemy, which is 21%.

Furthermore, I find the influence of priests too high. During a brutal 
take-over, one single priest managed to raise moral from 39% to 48%. That is 
ridiculous to say the least. At the least, the realm that is performing the 
take-over should be able to capture this priest. You can't capture priests 
in enemy regions, but during a take-over you do _control_ that region. There 
is no reasons why your soldiers wouldn't be able to capture the priest 
(unless there are enemy troops around, such as with looting).

So my main three requests are:
-To make sympathy more of a real fluctuating percentage during a take-over, 
and not just a number that goes up one or down one when an action is 
performed.
-Priest have way too much impact on such a large population, some tweaking 
perhaps?
-Priests should be able to be captured during a take-over.
