Trade is an investment, not a full out service. Anything but the
most careful attention should be a bit of a gamble (Merge the Trader
and Bureaucrat class here and make the trading skill about being
better able to pick good ventures/improving the odds of a successful
run)
Nobles can sponsor a caravan if they desire. Once paid the money is
gone, and when (if) the caravan returns, they get a cut of the profit.
Longer trips pay out better than short ones, but are more likely to
run into disaster. Money can be spent on security (maybe it can even
be possible for a Noble or Adventurer to escort the caravan) or
insurance but that can eat into, if not exceed the profits.
Could a noble send out a bunch of insured, but ill-fated caravans as
a tax shelter? Sure. There should be a prestige loss for doing so, and
the price of insurance should be such that it's not all that different
from having paid taxes anyway.
