I'm not sure I understand this: The duke seceding in your version would be a 
duke of the conqueree, rather than the conqueror? I would think realms with 
multiple cities wouldn't tend to be threatened to be crushed outright, 
because they'll put up a far stronger fight than a realm that only has a 
region or two left to them. I also think that the suggestion that the rest 
of the realm them succumb to the secessionist duke would come under realm 
mergers, which I think are still forbidden.
