[Discuss] Feature Request: On the bureaucrat limit

I have a proposal to knock out a few things I've seen floating around.
A while back I recall Tom trying to condense some classes (Trader,
Bureaucrat, and Mentor); the result was people stating that the fact that it
would screw up the red tape limits.
Now there is more talk about these limits. In addition, some think that
there is still too much power for a centralized government, and estates need
a bigger role. Also, there's talk about less taxes.
My suggestion is to use the idle estates for possible good. Instead of
having to mess with limits of bureaucrats, or taking away the class, allow
for knights/lords who are in their region with idle estates, or another
category, to instead have their servants aid in surveying the administration
or whatever it would be called.
It would use up their ability to switch efforts of the estate that day, as
well as take some hours to delegate districts to your servants etc.
Possibly make it so that estate size is equal to the hours of effectiveness
in some way (If your estate contributes 12 point, it's like 12 hours of a
bureaucrats time; however, your estate doesn't improve in skill like a
bureaucrat, so it still gives the class some use.).
Let's say, your city can support a whole army of knights, but only needs a
few to keep production and authority in check. Some can switch their
estates to idle to do work in the region while they're there, and the lord
can raise the taxes. Sure, these knights might miss out on a little
activity this go around, but next week when the taxes are either lowered, or
they and another group of knights switch responsibilities, they will have a
better pay.
I don't know everyone elses opinion on all of this, or whether it would be
hard to code, but I think it offers a viable solution to more than one
problem or concern. This idea can be tweaked to however best fits, but I
think it has potential.
