You misunderstand.  There are 2 bureaucrat limits--one is the  
diminishing returns effect on work in the same region that you  
describe.  The other is a limit on the number of character classed as  
bureaucrat that you can have in a realm.

It is the latter that LilWolf wishes to see removed, and the former  
that he wishes to see made...more interesting.
