I tend to like your idea just as a general rule, but there's a couple of
points I'd like to raise:
-Who cares if you have what we'd call a title? Every noble in game is
"titled", that's why we're nobles. I'd make it prestige/money based.
In an affluent realm, everyone and their brother might be intriguing.
In a poor realm, only the big fish would be. But, said big fish could
be those with very wealthy families, as is right and proper.
-Beat up and Assassinate. I really don't think this is a good idea.
The kind of nobles that might get beaten up like that would be
non-player nobles. EVERY character is a highly important noble, and
besides, most have loyal units that could tear any toughs into
mincemeat. Anything more skilled than that falls under the category of
Infiltrators.
-However, this does lead to other ideas. You could Beat Up people in a
region who are badmouthing you. As in, you're a region lord of X, and
let's say you find out your peasants aren't happy you don't share their
religion. You send your flunkies out, beat up the vocal ones, and
everyone learns to keep their mouths shut! Would work well with the
proposed fear based control.
Possibly more thoughts later, but those were the things that leaped to
mind. Great idea in general, though!
