I believe the rationale for transferring the army to the ruler on the 
disappearance of the original sponsor is to prevent the loss of what 
could potentially be a large amount of gold in the war chest. The 
only way to get that money out is to use it.

As for the sponsorship being transferred when someone pauses: The 
army must have a sponsor. When the sponsor disappears, someone has to 
assume that role. The ruler is an esy and logical place for it to go.

If you want someone else to have the sponsorship, then just dissolve 
it and have the new person start it again.
