Character B probably is not going to be happy about it, is very likely
to start to despise the realm he's in. That could lead to spying,
rebellion, everything else, it isn't risk free. You don't get gold from
collecting bounties, you only get bonds, so you'd still have to travel
back to a city in infiltrator X's regions to cash them. Assassination
of someone that lower than you isn't absolute certainty. As someone
said you lose a lot of honour and prestige and can you imagine
explaining that conspiracy to the realm? I know for certain that my
realm would protest my ruler out of office if I had planned something
like that.
