[Discuss] 14 days in realm before emigrating

Why do we have this restriction?

I can understand 14 days on the same island, or 14 days after creating a 
char, but this restriction of emigration removes a lot of possibilities IMO 
(like an infil or a spy sabotaging their own realm if they wee granted 
passage to the nearest port after doing so) and discourages people from 
switching realms so much (which I thought we were against these days, hence 
why autobanning was removed).
