Buying the title from outside the realm switches the region to the  
other realm.  It's quite different from buying the title within the  
realm.  Once in the realm, he can be banned, stripped, etc.  If you  
wish this to be impossible, then suggest to Tom that there be a  
period between when someone joins a realm and when they have the  
opportunity to buy a title. (I believe, but am not certain, that this  
has been suggested, and rejected)

He was deported from Beluaterra not that long ago, and his relative  
Distorted had been there all along.  He knew Luz de Bia, he knew  
about the war--all he didn't know about was how close peace was, and  
thus how much of a waste his actions were.  It was not OOC, even if  
it wasn't, as Rob says, very sportsmanlike.
