But you can't expect everyone to do that.  And we're not talking about 
rulers, we're talking about dukes and other region lords.  You cannot 
order them to be bureaucrats.  I honestly want a feasible way to keep 
your dukes from being wounded or imprisoned as you offered.  Even 
staying in a single region with militia is not a safe guard, because 
after they take all your other regions because no one is defending it, 
they will take that city (which now has a lot less CS) with everything 
and there will still be people wounded or imprisoned and the same thing 
can happen all over again.
