Not really, no. Don't exaggerate. If you don't want to risk having your 
important nobles hit hard, don't put them in the line of fire. But if you 
do, then don't be surprised if they get hit. Simple enough. You'd be 
surprised how stable your government can be if you elect a buro as ruler.
