[Discuss] Buy Title issue (was: Infils stealing tax gold)

I'm trying to think of a historical case in which the ruler of the realm was 
not also the liege lord of the realm's capital.

I know this is (obviously) very different than it is in BM, but maybe some 
of that difference could be reconciled. There were succession disputes over 
titles all the time, but those 'claims' were on a personal basis, not a 
realm basis.

The idea of a lesser noble cruising into Paris or London and somehow gaining 
overlordship is pretty far-fetched, though, even if they were previously 
part of England or France. The type of misdirection and deceit you needed to 
pull something like that off was exactly what would make those particular 
titles extremely difficult to swipe -- there's so much scrutiny over it, and 
they've typically belonged to the same people for a long, long time, that 
it's not really very reasonable to be able to forge/buy a realm's capital 
title no matter who you are.

I know BM design decisions aren't made solely on historical basis, but I 
don't see any good reason why gameplay should be different here. Buying 
titles is a cool feature and I think it should stay on even for Duchies, but 
capitals is a bit much.
