Actually, they are buyable from outside the realm. Something like that recently 
happened on EC, where a realm used large amounts of family gold to buy three 
regions, including a city, out from under another realm.

Two possibilities:
1) He didn't know. (I agree, this is probably not the case in the recent incident.)
2) He has a relative about... three regions over. His RP'd father is right next 
door.

If you think there need to be restrictions to prevent this form of thing, then 
what restrictions would you suggest? What benefit would they bring to the 
game? What effects would they have that prevent legitimate behavior?
