[Discuss] Feature Suggestion: Question Title

I thought I would pull this out of the Buy Title Issue thread, since  
I would like to see some discussion on it, and in such a case it  
really belongs in its own thread.  So, to largely restate what I said  
there (though slightly modified, with a little more thought):

Once a title has been "bought", from what I've seen, the most common  
thing to have happen is for the ruler to question his nobility.   
Though this option is often spoken of as the "strip titles" option,  
that is *not* what it was intended for--or that's my understanding,  
anyway.  It was intended to allow the ruler to question the very  
basis of another character's claims on *all* titles--their noble  
birth.  That's a far, far more drastic step than simply removing  
their title of Duke, or Count, or Banker.

Thus, I would suggest a different way of combatting it--another  
option, one to question one particular title that someone holds.   
After all, if one can forge papers saying that someone *is* the Duke  
of Jidington, why should it be so much harder to forge papers saying  
that same person *isn't*?  Especially if you're already the ruler of  
the realm, with complete access to all records and paperwork?

Since it is rather more powerful (in some ways, at least) than the  
option to buy a title, it should properly have a higher rate of  
failure, and cost somewhat more than buying a title (perhaps  
1.5x-2x)--*unless* the title has recently been bought, in which case  
there should be a pretty easy-to-find paper trail leading to the  
fradusters, making the option much less expensive, and much more  
likely to work.  Though the lesser cost should *not* be reflected up  
front, but rather paid back afterwards when it is discovered that it  
was an easier job than originally thought.

It should also possibly be cheaper for Council members, since, as I  
said, they have access to the paperwork of the realm...or maybe just  
to the Judge, or maybe just to the Banker--I don't know; that's all  
game-balance questions, and it would need to be looked at pretty  
carefully to see which position(s) could have easier access to the  
option without upsetting balance.

And since you'd need *some* access to the paperwork of the realm, it  
certainly shouldn't be available at all to people who have only been  
there a short time, and possibly only to those who already hold some  
position (Lord or Council seat).

But, all in all, it would give realms who have had a title bought at  
least *some* recourse other than stripping nobility, which, as I  
said, is not really meant for that use.
