No it's not. http://bugs.battlemaster.org/view.php?id=1707#4481 states:

"You should not be able to buy regions next to an enemy capital. I think you 
should be able to buy regions next to your own capital."

I would assume therefore that you can buy the title to your own capital.

Sure it is, just not you classical stereotypical duke. How would a renegade 
duke behave? Would he sabotage the serviices to the realm? Most probably.

How is it OOC power gaming? Yes, it is made to do a lot of damage, but if 
that constitutes OOC power gaming, then I dare say that all generals are 
guilty of it when they don't set infantry to skirmish.
