Rewards are fine. I can agree with that. Getting caught less, getting identified
less, escaping more, etc. Sure. Great. Who could argue with that?
But there still needs to be some risk involved with robbing the tax vaults of the
largest city on the continent, which also happens to be one of the alrgest cities
in the world. *No one* should be able to steal from the vault with impunity for
5 months.

You can't torture someone the instant they arrive in your prison. You have to
wait two days, which means that there are 4 turn changes that the infiltrator
has to try and escape. The one time we captured this infil was when they tried
to assassinate someone and got caught. They escaped one or two turn changes
later.
It also assumes that you can catch the infiltrator in the first place. Which is
something we simply haven't been able to do.

If my infiltrator nemesis ever tried to RP with us, that would possibly help avoid
some of the nasty feelings. But we have never received a single message
before, during, or after the thefts.
