There's no metagaming element IMO. I believe you can get banned on the 4th 
turn, and you can buy your way out on the 5th (my turns might be slightly 
out but the example stands - and I'm pretty sure they're only a turn apart). 
I dare say most people never thought of holding infils longer just to make 
them miserable, for reasons already given (e.g. more chance to escape). 
What's the problem then, that they let you out just before turn change or 
something so you don't get to read your messages earlier?
