No ones is questioning the intent of the system, only the ability to distribute the realm share where needed. 
Assuming all Mentors, Heros,  and Cavaliers  had a liege, and if there are only 1 or 2 in that class,
at the lowest percntage, they will get more then Knights at the highest percent.
