Sure you can. You can have a priest (or two, or three, etc.) with 30% skill
sitting in the region under attack, spending all their hours preaching. Because,
unlike infil skills, it doesn't take a near-equivalent level of preaching skills to
battle them. (Not to mention that as they preach, they will get more effective,
whereas guards patrolling the streets never get any better at patrolling.) Then
you also have the advantage of having more hours than the attackers, because
you're not moving back and forth. And don't forget that over time, the
commoners in the region will get bored with the preaching, and it will have a
reduced effect.

We have a couple infils of our own who have searched for our pet infiltrator,
and can't even *see* them, let alone attempt to assassinate them. So I can't
catch them, I can't stop them, and I can't even have them assassinated.

This infl is, by far, *not* normal. I'll admit that they're one of the best out
there, if not *the* best. (At least at stealing gold.) But after 5 months, this is
getting more than a little bit ridiculous.
