[Discuss] Movement question

Apologies if this has come up before - wasn't quite sure what to search for.

It is possible to end a turn traveling further away from your destination 
than you began.

For example:

It is 5 hours from Regionland to Mountainland. I have 1 hour remaining.

I can lose 2-3 hours (or more, due to infiltrators or mass army movement) 
and then next turn, I will be 6+ hours away.

This can be explained, I suppose, by saying that you went the wrong way and 
had to backpedal, and while that makes sense for infiltrator misdirection, 
it doesn't make sense so much for the other types of delays. Is this 
intentional, or should it perhaps be the case that you cannot lose more time 
traveling in one turn than you are spending traveling that turn in total?
