Unfortunately, that seems that all *anyone* can do, is just laugh. Perdan may
have been able to catch this infil 10 times, but we haven't been successful even
a single time in 5 months.

If it was one time, or two, or even 14, I wouldn't have said anything.
In the past 30 days, our city has been hit *55 times*! We can safely assume
that close to 50 of these have been the same infiltrator. And this has been
going on for 5 months. It has been, literally, hundreds of incidents.
Does it make sense for even the most skilled infiltrator in the game to assault
the same tax vault 50 times over the course of a single month, and not even be
identified while doing it? This isn't just a single random incident out of nowhere.
I have, literally, hundreds of armed troops patrolling the streets every turn. Yet
the infil can still rapid-fire rattle off 6 theft attemts in a few seconds, with no
consequences. Shouldn't subsequent attempts on the same turn, or even
successive turns, get *more* difficult?
