If a full eradication of this phenomenon is desired, make the
"government" exists on a ducal level - Ruler (namely the Duke),
General, Judge, Banker _should_ by duchy for duchy. Realms _should_ be
able to be formed and disbanded by Dukes just like how Lords could
create Armies; affiliating/seceding from a realm _should_ be as easy
as how Lords could withdraw their vassals and himself away from every
Army at any time; "King of ?????" _should_ be a more or less
decorative title for Dukes just like "Marshal" for nobles.

It is quite clear to me that the whole problem with the "nationalism"
lies in the fundamental design of the current governmental structure
the game provides, which promoting the players to go for nationalism
so to be benefited by it. It is just as simple as the rule decides the
behaviors.

Back to the original topic, I do think that we can use a stricter
messaging system in somewhere. For the adventurers. Currently
adventurers, though not able to message every noble, are still able to
make direct contacts with the realm council, which seems quite bizarre
to me.

I say only contacting everyone in the region or around the vicinities
should be kept for the adventurer class. If you need to make something
be known to the ruler, the only way is to rely on gossips from your
fellow adventurers, try to figure out which region the ruler is in and
get to that place, shouting around so he can hear your pleas. Just
like if you write an email to the ruler of certain empire and say
"Hello Bill your software sucks, I have a few pleas which beg your
mighty concerns," chances are it will be filtered out by some keywords
even prior to human attendance. Your only bet is to try to get his
daily schedules, head to the conference where he's in and have a pie
right on his face.
